Britain and France Plan to Send Forces to the Country in the event that a Peace Deal is Finalized

The UK and France have inked a declaration of intent concerning the positioning of troops in the nation if a ceasefire be struck with Russia, the Prime Minister of Britain, Keir Starmer, has announced.

Following talks with allied nations in the French capital, he indicated that the UK and France would "establish military hubs across Ukraine and construct secure facilities for arms and defense matériel" to discourage any subsequent attack.

The partner countries also suggested that the United States would assume leadership in monitoring a halt in hostilities.

Russia has consistently cautioned that any external forces in Ukraine would be considered a "acceptable aim", but has so far not commented on this latest development.

The Situation and Ongoing War

The Kremlin's head Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russia at this time holds roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to be alongside Ukraine for the foreseeable future," remarked the British leader.

Top officials and senior officials from the "Coalition of the Willing" took part in the Paris negotiations.

Witkoff indicated the allies had "mostly completed" their work on finalizing such pledges "in order that the citizens of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, ex-President Donald Trump's special envoy, also was involved in the discussions.

At the same time, French President Emmanuel Macron said that Ukraine's supporters had made "significant headway" at the negotiations.

He added that "comprehensive" security guarantees for Ukraine had been agreed in the case of a potential ceasefire.

President Volodymyr Zelensky said that a "significant step forward" had been made in Paris, but cautioned that he would only consider efforts to be "sufficient" if they resulted in the conclusion of the war.

Last week, the Ukrainian leader indicated a settlement was "largely prepared". Agreeing on the remaining 10% would "shape the future of the agreement, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the heart of key disagreements for negotiators.
  • The Russian President has often said that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas or Russia will occupy it, dismissing any middle ground over how to finish the war.
  • Kyiv has to date ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an designated point – but only if Russia follows suit.

Moscow currently holds approximately 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The areas form the area of the Donbas.

The original US-led multi-point proposal that was widely leaked to the media last year was viewed by Ukraine and its partners in Europe as being heavily skewed in Russia's favor.
